License Plate 4BUM616 in California

Blocked Driveway & Illegal Parking at 123 29th St Bernal Heights. Red Dodge Ram with license plate CA 4BUM616 I can get in and out, but it's a tight squeeze. the front of the van is past the curb cut for the garage. i think the back is also past the curb cut on the driveway behind it, too.
